Residential Substance Abuse Treatment for State Prisoners Program
Program Description
The RSAT Program assists states and local governments in developing and implementing substance abuse treatment programs in state and local correctional and detention facilities and to create and maintain community-based aftercare services for offenders.
The goals of the RSAT Program is to break the cycle of drugs and violence by reducing the demand for, use, and trafficking of illegal drugs.
Three types of programs may be implemented from RSAT funds. They are residental, jail based, and aftercare
Applicants must have the capability to house program participants in facilities that are segregated from the general population. Treatment must be provided for at least six months and no longer than twelve months.

Eligible Program Participants
State/Local agencies that operate and maintain correctional facilities. These agencies must be responsible for offenders who have a documented substance abuse problem and must have the capability of housing the offenders for a period of time sufficient to complete a treatment program.
Method of Notification
Agencies that are apparently eligible as program participants are notified directly by mail of the availability of federal grant funds. The Office of Intergovernmental Services places a public notice in the Arkansas Democrat/Gazette for the purpose of notifying all other potential applicants that funds are available and that an application may be submitted for consideration. Applications are reviewed by and funding decisions made by the Arkansas Alcohol and Drug Abuse Coordinating Council.
