    LITTLE ROCK – The Arkansas American Rescue Plan Act of 2021 Steering Committee will hold one meeting this afternoon (2:30 p.m.) followed by another meeting tomorrow afternoon (3:30 p.m.). Both meetings will take place via Zoom and may be viewed via live stream from Arkansas PBS at https://www.myarkansaspbs.org/arcan/home. Governor Asa Hutchinson created the Arkansas American Rescue Plan Act of 2021 Steering Committee to make recommendations on the distribution of approximately $1.57 billion in American Rescue Plan funding in the state.

    Today’s meeting was called to allow for consideration of one proposal to meet the urgent need for additional hospital bed space. Tomorrow’s meeting will include review of several proposals.

    A follow up email will contain all meeting-related documents.

    Website now available for American Rescue Plan funding proposals
    Proposals must meet criteria established by the U.S. Treasury

    LITTLE ROCK, Arkansas (July 23, 2021) – The Arkansas Department of Finance and Administration (DFA) today announced proposal guidance and a proposal template for American Rescue Plan Act (ARPA) funding have been added to the ARPA Steering Committee website, https://govstatus.egov.com/arpasc. Completed proposals can be submitted via email to ARPA_SteeringCommittee@dfa.arkansas.gov  Proposals must meet the criteria established by the U.S. Treasury and will  be considered as they are received.  Governor Asa Hutchinson, the Arkansas General Assembly and the ARPA Steering Committee will make funding decisions for approximately $1.57 billion received through ARPA for disbursement by the state.

    Proposals must fall into one or more of the categories listed below established by the U.S Treasury:

    • Supporting the Public Health response.
    • Addressing behavioral healthcare needs exacerbated by the pandemic.
    • Reimbursing or paying payroll and benefits for public health, healthcare, human services and public safety employees to the extent they work on the COVID-19 response.
    • Addressing the negative economic impacts caused by COVID-19. Serving the hardest hit communities and families in your city.
    • Replacing lost public sector revenue.
    • Providing premium pay for essential workers.
    • Investing in water and sewer infrastructure.
    • Investing in broadband.

    Overall, projects funded by ARPA must benefit the mitigation of COVID-19 or the recovery from its impact.

    “COVID-19 highlighted the state’s need for investment in areas such as broadband, water and wastewater infrastructure and cybersecurity,” said Governor Hutchinson. “The American Rescue Plan and related guidance recognized these areas as important to long term economic recovery and success. Working closely with members of the General Assembly and the ARP Committee, I look forward to funding projects that will improve the lives of many Arkansans.”    

    DFA will review proposals along with two consulting companies, CTEH and Hagerty, to determine if they meet eligibility standards as defined by U.S. Treasury. Those that meet these requirements will be assigned to the appropriate state agency for further review. Proposals that proceed will be presented by the agency to the full ARPA Steering Committee. The committee will make recommendations with final approval required by Governor Hutchinson and the General Assembly.

    The 15-member ARPA Steering Committee includes members of the General Assembly along with leaders of several state agencies.

    “In order to maximize the positive impact of these federal funds, the ARPA Steering Committee will continue to listen to the needs of organizations and individuals around the state,” said Larry Walther, Department Secretary for DFA and Chairman of the ARPA Steering Committee. “Though a coordinated effort I am confident we will fund the projects that will benefit the state for years to come, whether it’s broadband investment or expansion of healthcare infrastructure.”

    The $1.57 billion will be provided to the state through two transfers. The first half of funding was received in late June while the remaining portion will follow in approximately 12 months.

    The $1.01 billion for Arkansas cities and counties is separate from the $1.57 billion in state fiscal recovery funds.

Arkansas Scholarship Lottery celebrates a record year for scholarships

    Fiscal Year 2021 a record proceeds year for Arkansas Scholarship Lottery

    LITTLE ROCK, AR – The Arkansas Scholarship Lottery (ASL) announced today that it raised a record $106.6 million in proceeds for Fiscal Year 2021, which ended June 30. In total since its inception in 2009, ASL has raised more than $1 billion in scholarship proceeds.

    ASL Executive Director Eric Hagler calls the achievement “extraordinary,” especially in light of the socioeconomic challenges of the past year.

    “Despite the chaos and disruption over the past 16 months, Arkansans continued to support the scholarship program by buying lottery tickets in record numbers,” Hagler said. “Our dedicated team of professionals at the office of the Arkansas Lottery and our strong retailer network helped us to out-perform every metric in FY 2021. We are grateful because it allows us to fulfill our mission of helping to educate Arkansas students, which will have a long-term positive economic impact on our state.” 

    Hagler said the record numbers posted for FY 2021 stand as proof that the Lottery is trending upward and on a proper course for prudent growth. But he says expectations for FY 2022 should be tempered because of potential limits on consumer discretionary spending.

    “The re-opening of additional entertainment venues coupled with rising inflation and fuel costs represent a challenge to reproduce the same sales and net proceeds numbers achieved this past year,” Hagler commented.

    Lottery proceeds support three scholarship programs.

    The Arkansas Academic Challenge Scholarship provides tuition assistance for Arkansans at two- and four-year public and private colleges.

    The Arkansas Workforce Challenge Scholarship is available for students applying for certificate programs in high demand occupations.

    The Arkansas Concurrent Challenge Scholarship provides financial assistance to eligible students in the state who want to take college courses while still high school.

    Corrigan Revels, a UA-Little Rock graduate and current employee of the school, says he was the first person in his immediate family to graduate from college, thanks in part to the lottery. 

    “When I chose to attend UA-Little Rock, the lottery scholarship was a huge blessing,” said Revels. “Now, I’m in a position to help other students at my alma mater reach their fullest potential. I want to thank Arkansans for supporting students and graduates like myself.”

    Hagler calls the lottery a win-win-win situation for everyone at every stage of the lottery process.

    “Obviously, students in Arkansas win by receiving tuition assistance,” Hagler said. “Our retail partners also win when a player cashes in a winning ticket and when foot traffic increases in their stores. And, of course, players win when they redeem potentially life-changing prizes.”

    Since 2009, the lottery has awarded more than $3.6 billion in prizes to players, resulting in approximately $318 million in retailer commissions.

    Robert Brech announced as State Budget Director

    LITTLE ROCK, Arkansas (May 14, 2021) – Larry Walther, Secretary of the Arkansas Department of Finance and Administration (DFA), today announced Robert Brech will serve as DFA’s State Budget Director. Brech joins DFA after serving as General Counsel for the Arkansas Public School Resource Center since 2018. His prior work experience also includes four years as Chief Financial Officer for Department of Health along with 14 years as the Department’s Deputy General Counsel and four years as General Counsel.  

    “The State Budget Director must understand the unique needs of each Department, working closely with Department leaders, legislators, the Governor’s Office and others to build a budget that meets these needs,” said Secretary Walther. “Robert brings a thorough understanding of state government to the position of Budget Director. Due to his years in leadership with Department of Health and experience overseeing a significant budget, he has the ability to immediately lead DFA’s Budget team.”

    Brech’s first day with DFA will be Monday, May 24.

    “Robert is stepping into a job that in a normal year is one of the toughest in state government,” Governor Hutchinson said. “The Budget Division’s mission has been even more difficult during the pandemic as it has labored to ensure every department has sufficient resources while maintaining our balanced budget. Robert’s willingness to assume this challenge at this uncertain time speaks to his commitment to serve Arkansas. Robert understands the Budget Division’s key role in the day to day operation of state government, and he is up to the task.”

    Brech is a licensed attorney and attended the UALR Bowen School of Law. He has a degree in mathematics from the University of Central Arkansas.

                                                                      Arkansas Scholarship Lottery names Brent Standridge Chief Legal Counsel

     

    LITTLE ROCK, Arkansas (February 1, 2021) – Eric Hagler, Director of the Arkansas Scholarship Lottery, today announced Brent Standridge will serve as the agency’s Chief Legal Counsel.

    His first day will be Monday, February 8.

    He brings thirty-five years of legal experience to the Arkansas Scholarship Lottery, serving as the Chief/Managing Public Defender for Saline County prior to accepting this new role.

    “The Chief Legal Counsel must have a versatile set of skills,” said Hagler. “Brent has literally seen the legal landscape from all vantage points---prosecutor, defense counsel, and judge. His breadth of experience and knowledge will greatly benefit the Lottery, as we strive to continue to deliver outsized net proceeds for the benefit of scholarships for Arkansas students. We are excited to have Brent join our executive team.”  

    Brent received his undergraduate and Law Degree from the University of Arkansas in Fayetteville (B.A., Broadcast Journalism, 1983; J.D., 1985).

    Certain Revenue Office hours to temporarily change

    LITTLE ROCK, Arkansas (January 15, 2021) – The Arkansas Department of Finance and Administration (DFA) today announced Revenue Offices with extended hours of operation statewide will move to standard business hours beginning January 25, 2021. DFA oversees 134 total Revenue Offices. 17 of these offices open at 7 a.m. and close at 6:00 p.m., with employees continuing to serve all customers in line. The remaining 117 offices operate on standard business hours, open at 8 a.m. and close at 4:30 p.m., again with employees serving the customers in line.  Effective January 25, 2021 all 134 Revenue Offices will move to standard business hours through the pandemic.   

    The following 17 offices will move from extended hours to standard hours (8 a.m. to 4:30 p.m.): Bentonville, Cabot, Conway, El Dorado, Fayetteville, Ft. Smith East, Harrison, Hot Springs (Albert Pike location), Jonesboro, Little Rock Southwest, West Little Rock, Pine Bluff, Russellville, Sherwood, Springdale, West Memphis and White Hall.

    In addition to renewing annually online, mydmv.arkansas.gov also allows Arkansans to register a new vehicle, order a replacement driver’s license or ID, transfer vehicle ownership, order a personalized license plate, check the status of a car title and pre-register for a state ID or driver’s license. For perspective, approximately 35-40% of vehicle registration renewals are currently being completed online in Arkansas.

    Department of Finance and Administration adjusts income tax withholding tables

    In total, paychecks in Arkansas will increase by $7 million each month

    LITTLE ROCK, Arkansas (December 16, 2020) – The Arkansas Department of Finance and Administration (DFA) recently announced to the state’s approximately 80,000 employers that the income tax withholding tables will change effective January 1, 2021. As a result, Arkansans may see an increase in the amount of their paychecks. This is the second change DFA has recently implemented to the withholding tables. The first adjustment took place March 1, 2020. The March 2020 adjustment put $15 million each month into the pockets of Arkansans via increased paychecks. The January 2021 adjustment will place an additional $7 million each month into paychecks.

    This withholding change is not a tax increase or cut, but with the law change that reduces the top personal income tax rate from 6.6% to 5.9% next month, the withholding change will put that reduction in paychecks beginning January 2021.  Without this change, many Arkansans wouldn’t see the bulk of their tax cut until they received it in their tax refund in 2022.  

    “Due to three considerable income tax cuts established by the legislature and Governor Hutchinson, it is again appropriate to adjust withholding tables to correspond with the lower tax rates,” said Charlie Collins, DFA’s Commissioner of Revenue. “Employees that wish to maintain a higher annual tax refund can simply ask their employer to adjust the AR4EC form to increase the amount withheld each paycheck. This gives Arkansans the option of a larger annual refund versus a paycheck increase.”

                                                                           Franchise taxes to be collected by the Arkansas Department of Finance and Administration
                                                                                                              Collection transferred from Secretary of State to DFA

    LITTLE ROCK, Arkansas (November 17, 2020) – As a result of Act 819 of the 2019 session, the Arkansas Department of Finance and Administration (DFA) will accept and process franchise taxes beginning January 1, 2021. Franchise taxes were previously administered by the Arkansas Secretary of State’s Office.

    Companies that conduct business in Arkansas are required to pay this annual tax. Approximately 150,000 companies pay franchise taxes each year in Arkansas. Franchise tax collections totaled $28 million in 2019.

    While the due date for filing an Arkansas Franchise Tax Report is May 1, 2021, they may be filed beginning January 1, 2021 through the Arkansas Taxpayer Access Point (ATAP) at www.atap.arkansas.gov. ATAP offers free electronic filing and payment options.

    “We appreciate the ongoing support and assistance from the Secretary of State’s Office throughout the transition of Franchise Tax to DFA,” said DFA Secretary Larry Walther. “We look forward to serving Arkansas companies in this new capacity.”

    The Secretary of State’s Office will continue to serve as the point of contact for registering and launching a business in the state as well as defining the organizational structure of the business.

    Companies in Arkansas that  that must file franchise taxes include banks, legal reserve mutual insurance companies, insurance companies with authorized capital stock, limited liability companies, non-stock corporations, and stock corporations.

    Companies that have registered franchise tax accounts with the Secretary of State’s Office will be made aware of the transfer to DFA via mail. Additionally, a hard copy of the franchise tax return will be provided by mail by March 1, 2021.

    Arkansas cities, towns and counties encouraged to apply for CARES Funding

    $150 million available for COVID-19-related expenditures

     

    LITTLE ROCK, Arkansas (October 17, 2020) - Arkansas cities, town and counties may now apply for reimbursement of COVID-19-related expenditures via the Coronavirus Aid, Relief, and Economic Security Act (CARES Act).  A total of $150 million has been reserved specifically for cities, towns and counties.

    The $150 million has been divided evenly with cities and towns receiving $75 million along with $75 million for counties.

    The relief funds are a portion of the $1.25 billion the state received via the CARES Act earlier this year.

    “As Arkansas communities and counties approach the end of 2020 and begin planning for 2021, we want to ensure local leaders are aware of the CARES funding available to them,” said Larry Walther, Department Secretary for the Arkansas Department of Finance and Administration (DFA), the department administering the local relief funds. “From the smallest communities to the state’s largest cities, COVID-19 had a significant impact on local budgets.”

    Expenditures that are eligible for reimbursement include those that are incurred due to the COVID-19 public health emergency that are not already accounted for in any recently approved state government budgets. The expenditures must have been incurred from March 1, 2020 and no later than December 15, 2020.

    Cities, town and counties may be reimbursed for the following COVID-19-related expenditures:

    • Payroll for Public Health and Safety Employees
    • Budgeted Personnel and Services Diverted to a Substantially Different Use
    • Public Health Expenses
    • Personal Protective Equipment
    • Improve Telework Capabilities of Public Employees
    • Other – not listed above

     

    The allocation for towns and cities may be found at www.arml.org while allocation by county is available at www.arcounties.org.    

     

    Cities, towns and counties must submit application for the funding by November 16, 2020 and expenditures for reimbursement no later than December 15, 2020.

     

    “Resources are in place to effectively walk local leaders through this process,” said Paul Louthian, State Comptroller and DFA Deputy Director. “I encourage communities and counties to utilize these resources as soon as possible to identify the expenses for which they may be reimbursed.”

On-Premise, non-restaurant permits temporary expansions for outdoor seating

    In an effort to assist businesses, that are operating under a permit issued by the Alcoholic Beverage Control for on-premise consumption of alcoholic beverages, to be in compliance with the COVID19 Emergency Order set out by the Governor and the Directives issued by the Arkansas Department of Health outdoor service areas may be established on a temporary basis.  Requests must be made in writing and contain a drawing of the outdoor service area sought to be under the temporary expansion along with approval from city or county officials.  Such outdoor service areas may not exceed the permitted seating requirements for restaurant mixed drink minimum and maximum permits and boundaries shall be clearly defined by temporary fences, walls or barriers that will constitute a recognized boundary and contain posting with a 5” X 7” sign, at locations to be determined by the Director or Board, stating “NO ALCOHOLIC BEVERAGES BEYOND THIS POINT”.  The boundaries shall be sufficient that patrons may not be able to step over and exit with open alcoholic beverages and no alcoholic beverages shall be removed from the outdoor area except as permitted in an approved entertainment district or otherwise provided for in the Alcoholic Beverage Control rules.  Service of alcoholic beverages in the temporary expansion shall be limited to patrons seated at tables in the approved area between the hours of 10 a.m. and 10 p.m. All Alcoholic Beverage Control rules governing outdoor service areas, not explicitly addressed herein, shall remain in effect as well as all Arkansas Department of Health Directives.  Temporary expansions will remain in effect until the termination of the COVID19 Emergency Declaration by the Governor.

    LITTLE ROCK, Arkansas (August 6, 2020) – Arkansas Secretary of Finance and Administration (DFA) Larry Walther today announced J. Eric Hagler has been appointed by Governor Asa Hutchinson to serve as Director of the Arkansas Scholarship Lottery. The Arkansas Scholarship Lottery is a division of DFA.

    “The lottery director position requires a wide skill set, including the ability to remain focused on the program’s key goal of providing scholarships to Arkansans,” said Governor Hutchinson. “Eric brings this to the Scholarship Lottery. We are proud to bring Eric home to Arkansas and look forward to him leading a great team of employees.”  

    A native Arkansan, Hagler began his career in law thirty-one years ago as an Arkansas deputy prosecuting attorney, followed by creating his own law firm, presiding as a magistrate judge in Bentonville, Arkansas and serving as Special Associate Justice of the Arkansas Supreme Court in 2003. He is moving home to Arkansas from California to lead the lottery. 

    “Eric has the skills and leadership qualities we need to lead the lottery’s complex organization,” said Secretary Walther. “Under Eric the lottery will effectively fulfill the mission of serving Arkansas students and families with college scholarships, our retailer customers and the wonderful staff, who continue to excel and set records.” 

    “I’m grateful for the confidence placed in me by Governor Hutchinson and Secretary Walther,” said Hagler. “Sandi and I are thrilled to be coming home to Arkansas, and I’m excited to meet the staff and get to know the executive and legislative branches of government quickly.”

    Director Hagler graduated from the University of Arkansas and the University of Arkansas at Little Rock Bowen School of Law. Married to his high school sweetheart, Sandra Woodward Hagler, the couple have three grown children.

    Cawyer to lead state Assessment Coordination Division

    Former Columbia County Assessor brings more than 20 years of experience to ACD

     

    LITTLE ROCK, Arkansas (July 7, 2020) – Arkansas Department of Finance and Administration (DFA) Secretary Larry Walther today announced Sandra Cawyer has joined DFA as Director of the Arkansas Assessment Coordination Division (ACD). Prior to joining DFA, Cawyer served as Columbia County Assessor for nine years. She replaces Bear Chaney, who recently retired.

    ACD works closely with county assessors to promote and oversee fair, equitable and uniform property tax treatment for all taxpayers, local government officials, and school districts across the state.

    “Sandra has the experience and relationships needed to understand the role property taxes play in Arkansas, and I am excited to have her leadership and perspective at DFA,” said Governor Asa Hutchinson.

    Cawyer began her career in county government in 1999. During her career, she has completed more than 200 hours of appraisal classes and has been awarded with the designation of Senior Appraiser from the State of Arkansas. 

    “I am very impressed with Sandra’s positive leadership style and technical knowledge,” said Secretary Walther.  “She will continue the great work of ACD while focusing on customer service and county outreach.”

    She was named Assessor of the year in Arkansas in 2015. In 2017 she received the Kenneth Eddy Memorial Award from the Assessor’s Association and a Career Achievement Award from South Arkansas Women’s Network. Cawyer serves on the Executive Board of the Arkansas Assessor’s Association.  She also serves on the Board of Directors for the Association of Arkansas Counties.

    “While Arkansans may associate DFA with our Revenue Offices, ACD also has an impact on millions of Arkansans each year,” said DFA Commissioner of Revenue Charlie Collins. “Accurate assessments ensure school districts throughout the state are properly funded.                 The Board will consider rules in the following areas:  distiller or liquor manufacturer operations; permits to manufacture and wholesale alcoholic beverages; medical marijuana processor licensure rules; medical marijuana transportation operational rules.

    Temporary expansion for restaurant outdoor seating:
    Outdoor service area may be established on a temporary basis during which time the COVID19 Emergency declaration is in place and restaurant in-door seating is restricted per the Arkansas Department of Health Directives.  Requests must be made in writing and contain a drawing of the outdoor service area sought to be under the temporary expansion along with approval from city or county officials.  Such outdoor service area shall be clearly defined by temporary fences, walls or barriers that will constitute a recognized boundary and contain posting with a 5” X 7” sign, at locations to be determined by the Director or Board, stating “NO ALCOHOLIC BEVERAGES BEYOND THIS POINT”.  All Alcoholic Beverage Control rules governing outdoor service areas, not explicitly addressed herein, shall remain in effect as well as all Arkansas Department of Health Directives.
