Emergency Rule Changes Regarding ABC Application Process

    EMERGENCY RULE CHANGES REGARDING APPLICATIONS FOR ALCOHOLIC BEVERAGE PERMITS

    Pursuant to the Governor’s March 17th Proclamation the Alcoholic Beverage Control has set forth the following Rule Amendments effective immediately and to continue for the next thirty days.

    EDUCATIONAL SEMINAR REQUIREMENTS:

    The live educational seminar has been suspended due to COVID19.  Any person who is applying for a retail alcoholic beverage license or private club license must attend an educational seminar offered by Alcoholic Beverage Control Division.  Action on an application may be taken during the period of time in which the live educational seminar has been suspended due to COVID19; however, attendance at the seminar by the applicant for any application granted during this time period must be completed within six months of re-initiation of the live educational seminar.  


    BACKGROUND REQUIREMENTS:
    Any person applying for an ABC permit, other than as excepted within in our rules, shall prove that they have not been found guilty of or pleaded guilty or nolo contendere to any felony in the State of Arkansas or any similar offense by a court in another state or of any similar offense by a military or federal court.  In order to prove this qualification, there shall be attached to the application at the time it is tendered to the agency, an in-state criminal background check through the Arkansas State Police. Processing of Arkansas State Police background checks may be performed ONLY through their online services at this time. Instructions and access to this process can be found at:

    2.    Scroll down to “Online Services”, Click on the middle tab “Licensing” and then click on “Criminal Background Check” 
    3.    Then click on “Subscribe Online”

    Arkansas State Police and many local law enforcement agencies are no longer conducting fingerprint services; therefore, the applicant shall furnish fingerprints for electronic submission to the United States Federal Bureau of Investigations through an approved Arkansas State Police fingerprint harvester.  Those Arkansas State Police approved harvesters are as follows:
