    EBD Alert – December 3, 2019
    Life Insurance Open Enrollment Underway
    The special open enrollment period for life insurance through Colonial Life begins today, December 3 and runs through Friday, December 13.

    Coverages in effect with Securian Financial will automatically port over to Colonial Life. Employees who do not want to make any changes to their current life insurance coverage do not have to re-enroll during this enrollment period. 

    ***PSE ONLY*** Employees who declined life insurance coverage through Securian, who wish to decline coverage through Colonial Life, must elect to decline again during this enrollment period.

    Employees have the ability to enroll and designate beneficiaries with ease via an online enrollment portal with Colonial Life. Employees can access the online enrollment portal using the following instructions:

    •  Enrollment Site URL: Harmony.benselect.com/SoA

    •  Log In: MEMBER ID (the employee’s ARBenefits member ID number)

    •  Personal Identification Number: The last 4 of employee’s SSN and the last 2 of their birth year (6 digits)

    Plan brochures and forms are available in the Forms and Publications section at www.ARBenefits.org. Employees submitting a paper form can check the “Other” box and write “Open Enrollment” at the bottom of the first page cover sheet.

    Life Insurance Open Enrollment Announced

    Health Insurance Representatives (HIR): ARBenefits and the State of Arkansas are proud to partner with Colonial Life to offer Group Term Life with Accidental Death & Dismemberment (AD&D) insurance to Arkansas State and Public School Employees effective January 1, 2020. 

    We are pleased to announce a special open enrollment for Group Term Life with AD&D insurance starting Tuesday, December 3, 2019 and continuing through Friday, December 13, 2019. Active employees will be able to enroll or make changes to the following:

    • Basic Life with AD&D insurance;
    • Enhanced Basic Life with AD&D insurance; and
    • Supplemental Life with AD&D insurance with spouse and dependent child options.

    Employees will have the ability to enroll and designate beneficiaries with ease via an online portal with Colonial Life. Further details including the link to the online portal, rates, and a paper enrollment form are coming and will be available prior to the start of the enrollment period.

    Exclusively during this 2019 special enrollment, active employees will have the opportunity to elect Supplemental Life with AD&D insurance on a guaranteed issue basis (without health questions) up to $100,000. Eligible spouse and dependent child Supplemental Life with AD&D coverage will be offered without health questions up to $10,000.

    Securian Financial is still the State’s life insurance provider through 12/31/19. However, please do not submit any open enrollment changes using Securian forms.

    DFA announces Charlie Collins as Commissioner of Revenue

     

    LITTLE ROCK, Arkansas (November 15, 2019) – Arkansas Department of Finance and Administration (DFA) Secretary Larry Walther today announced Charlie Collins will join DFA as Commissioner of Revenue.

    Collins joins DFA from the Department of Transformation and Shared Services, where he served as Chief Innovative Officer and Legislative Liaison.  A former State Representative for District 84, Collins previously served as DFA Budget and Policy Manager. 

    “Charlie brings a thorough understanding of DFA from a legislative perspective along with knowledge of the day-to-day operations,” said Governor Asa Hutchinson. “As he leads DFA’s Revenue Division, his positive leadership style will be a great fit for this vital part of Arkansas’ operation. I applaud Secretary Walther’s decision to add Charlie to the DFA leadership team.”

    Prior to his work in state government, Collins worked for several Fortune 500 companies. He holds an undergraduate degree in economics from the U.S. Naval Academy  and an M.A. in Quantitative Economics from George Washington University. He is married to Leeann Collins, and they have two sons and two daughters.

    “From responsibility for every state tax dollar collected to overseeing 134 Revenue Offices across the state, Commissioner of Revenue is a position that requires a unique skill set and leadership qualities,” said Secretary Walther. “Following careful consideration, I am confident we have someone who meets and exceeds those requirements. I’m proud to welcome Charlie to DFA.”

    Collins’ first day with DFA will be Tuesday, November 19.

EBD Alert - Open Enrollment Deadline

    Open enrollment ends this Thursday, October 31, 2019. Open enrollment changes, including any supporting documentation, must be submitted no later than 10/31/19.

    Employees who do not submit any health insurance changes will keep their current health insurance coverage for 2020.

    (ASE Employees): State employees who wish to contribute to an FSA for 2020 must submit an FSA enrollment form online through their ARBenefits account or submit the paper election form to their agency HR department.

    Employees who only want access to funds left over in their Medical or Limited FSA at the end of the year, up to $500, must submit an enrollment form with a $0 contribution amount.

    Batesville Revenue Office closed due to flooding

    Cave City Office to remain open to serve those in the area

     

    BATESVILLE, Arkansas (October 30, 2019) – Due to flooding over the weekend, DFA’s Batesville Revenue Office will remain closed this week as the cleanup continues. DFA will provide the office’s date for reopening as soon as it is confirmed. Due to the Batesville Office closing, the Cave City Revenue Office will remain open through Friday. The Cave City Office is normally open one day a week (Thursday).

     

    Those in the Batesville area may also conduct Revenue Office-related business at the following offices:

    Maumelle Revenue Office moving to temporary location due to renovations Temporary office to open Wednesday, October 30

    MAUMELLE, Arkansas (October 22, 2019) - The Arkansas Department of Finance and Administration’s (DFA) Maumelle Revenue Office is moving to a temporary location at 90 Lake Pointe Drive in Maumelle while renovations take place at the current location (Maumelle City Hall). Friday, October 25 will be the last day open for the Maumelle City Hall location. In order to transfer and set up equipment, the new, temporary office at 90 Lake Pointe Drive will not open until Wednesday, October 30. 

    Due to this, there will be a two day period (Monday, October 28 and Tuesday, October 29) in which Maumelle area residents with Revenue Office-related business may visit nearby offices, including those listed below. Additionally, there are more than 20 Revenue Office services that may be completed online any time at www.mydmv.arkansas.gov.

    •    #3 State Police Plaza Drive, Suite 300 (Little Rock)

    One year countdown to REAL ID requirement begins

    Arkansans may visit www.ar.gov/REALID to learn more

     

    LITTLE ROCK, Arkansas (October 15, 2019) – Arkansans now have less than one year until a REAL ID will be required to board a flight or enter a federal facility. Across the United States, the requirement begins October 1, 2020 as a result of the REAL ID Act. Passed by Congress in 2005, it requires every state to issue this REAL ID-compliant license or ID. More than 227,600 Arkansans have obtained a REAL ID, which is approximately ten percent of active licenses and IDs in the state.

    In order to obtain a REAL ID, the federal government requires Arkansans confirm proof of residency, legal presence and identity and Social Security number through the following documentation:

    Passport or birth certificate

    Two proof of address documents such utility bills or bank statements

    Social Security card.

    Name change linking documents, example: Marriage Certificate, Divorce Decree, Court order

    The Arkansas Department of Finance and Administration (DFA) recently launched a website, www.ar.gov/REALID, allowing Arkansans to list the documentation that will be presented at the Revenue Office to obtain a REAL ID. The website confirms the documents meet all requirements or specifies which document is missing.

     

    “Arkansas began issuing the REAL ID in October 2016, well in advance of the deadline issued by Congress,” said Governor Asa Hutchinson. “While the ID has been available for years, we want to be certain Arkansans are aware it will be required to board a plane or enter a federal facility beginning October 1, 2020. Prior to making the trip to the Revenue Office, I encourage Arkansans to visit www.ar.gov/REALID to learn about the requirements to obtain the ID.”

     

    The cost to obtain a REAL ID does not differ from the cost to obtain or renew a license or ID. The REAL ID may be obtained any time as a replacement license or ID.

     

    “With every service we provide, our goal at DFA is to simplify and streamline it in order to save Arkansans valuable time and effort,” said DFA Secretary Larry Walther. “Although the federal government does require that we review a variety of documents in order to issue a REAL ID, we’ve eliminated any guesswork regarding these documents by offering www.ar.gov/REALID. Utilizing this website allows Arkansans to confidently make the trip to the Revenue Office to obtain the REAL ID, eliminating any need for a follow up visit due to missing documents.”

     

    The following Revenue Offices issue the REAL ID: Arkadelphia, Batesville, Bentonville, Conway, El Dorado, Fayetteville, Forrest City, Fort Smith (6515 Phoenix Avenue), Greenwood, Harrison, Hot Springs (200 Woodbine), Jonesboro, Little Rock (Three State Police Plaza Drive), Little Rock (1900 W. 7th St.), Little Rock (9108 North Rodney Parham), Monticello, Mountain Home, Paragould, Russellville, Searcy, Sherwood, Springdale, Texarkana, West Memphis and White Hall.

     

    "Most people have non-refundable tickets and other expensive elements to their trips,” said Sari Koshetz, a spokesperson for the Transportation Security Administration (TSA). “Do not be the person who doesn't make it onto the plane because you didn't have the proper ID and be sure your Real ID-compliant ID does not expire before your return trip as well.”

    The Employee Benefits Division (EBD) call center will close at 1:30 p.m. on Thursday, September 12 as EBD staff will be attending a department wide meeting. The call center will reopen at 8 a.m. Friday morning.

ASE Voluntary Product Open Enrollment

    Open enrollment is underway for voluntary products offered through Arkansas State Employees Benefit Advisors (ARSEBA). The open enrollment period for voluntary products administered by ARSEBA runs September 1st through October 31st, 2019.

    Notes for 2020:
    • No rate increase for dental or vision coverages for 2020. Dental and vision benefits remain the same for next year. 

    • Long-term disability coverage with Unum will be guaranteed issue during open enrollment. This means a medical questionnaire is not required to get a policy. This must be requested each year, and there are no assurances guaranteed issue will be available for future years.

    • New short-term disability policies offered to state employees will be available through Manhattan Life instead of Aflac. Employees with existing Aflac policies will be able to keep them in place through payroll deduction without change. 
    ARSEBA enrollers will be visiting state agencies throughout the enrollment period. All employees are encouraged to attend an enrollment session to make sure they are aware of all available benefits. Many products have guaranteed issue levels available only during the open enrollment period.

Online Group Tobacco Cessation Through New Directions

    The October 31, 2019 deadline for employees to complete the wellness program requirements for the 2020 discount is just two months away.

    New Directions Behavioral Health now offers online group tobacco cessation counseling, in addition to one-on-one coaching over the phone. Online group counseling with New Directions consists of one 60 minute session. Completing the session satisfies the tobacco cessation requirement and gives the member access to prescribed nicotine replacement therapies paid for by the Plan. Members interested in completing tobacco cessation with New Directions can call 1-877-300-9103 to enroll.

    Reminder: Whether through Health Advantage or New Directions, employees and covered spouses who test positive for nicotine must complete the tobacco cessation requirement by October 31, 2019.

    The Board approved a 5% increase to state employee and retiree premiums for 2020.

    Naturally Slim Program Returns

    *** Naturally Slim enrollment opens Monday, April 22. Eligible members can apply at www.naturallyslim.com/ARBenefits ***

    ARBenefits is once again offering members the chance to participate -- at no cost -- in the Naturally Slim program!

    Naturally Slim is an online program that teaches participants how to eat the foods they love and still lose weight. Studies show weight loss reduces the chance of developing serious conditions, like diabetes and heart disease.

    During the March 26, 2019 meeting, the State and Public School Life and Health Insurance Board approved making the Naturally Slim program a standard benefit available to covered employees, spouses, dependents (18+) and non-Medicare retirees. Medicare Primary retirees are currently not eligible to participate.

    The next Naturally Slim class is scheduled to begin Monday, May 20, 2019. Enrollment for the program will be open April 22 – May 3. Eligible members can go to www.naturallyslim.com/ARBenefits to apply. Space is limited and, members will need their ARBenefits information when they apply.

    Bariatric Program Enrollment Suspended 

    Due to the overwhelming response and high volume of applications received for the 2019 Bariatric Surgery Pilot Program, enrollment for the program is closed.

    Employees who have already submitted an enrollment form for the program will still have their enrollment processed.

    The Bariatric Surgery Pilot Program is a program we are pleased to offer employees; and the program will be assessed over the course of the year to see when the application process may reopen.

    EBD Alert - Bariatric Surgery Pilot Program Open

    Enrollment for the Bariatric Surgery Pilot Program is now open. Eligible employees have two ways to enroll in the program.

    Employees who would like to enroll online can do so by logging in to their ARBenefits Member Portal account at www.ARBenefits.org. After logging in to their account, employees can click the “Forms” tab to complete the online enrollment form. 

    If an employee would like to complete the enrollment process over the phone, they can contact EBD Member Services at 1-877-815-1017 x1, or call Health Advantage at 1-800-482-8416.

    There is no cap on the number of enrollment slots available for the program. More information regarding the ARBenefits Bariatric Surgery Pilot Program can be accessed at the links below.

    HSA Transfer Update 

    While it does not affect all employees, there has been a delay with Datapath regarding the transfer of Health Savings Account (HSA) balances being moved to ConnectYourCare.

    We appreciate your patience. Datapath will finish sending transfer information to ConnectYourCare by February 1, and ConnectYourCare will have funds loaded to employee HSA accounts by February 8.

    LITTLE ROCK, Arkansas (December 18, 2018) – The Arkansas Medical Marijuana Commission (MMC) today announced the Wednesday, December 19 meeting at which dispensary scores were to be announced has been rescheduled for January 9. This will provide newly appointed Commissioners adequate time to receive briefings on all matters related to the MMC. Additionally, Public Consulting Group’s medical director was unable to attend tomorrow’s meeting but confirmed his attendance on January 9.

    Extension for Submission of Wellness Requirements

    Health Insurance Representatives (HIR): Open enrollment is our busiest time of year.  We apologize for some of the access issues members experienced while trying to submit information.  

    Because we value each member, we are going to allow more time to meet the requirements necessary to receive the wellness discount.  

    EBD has authorized the following:
    1. PCP forms will be accepted until midnight November 15, 2018, so long as the tests were performed on or before October 31, 2018. 

    PCP Forms can be submitted to the fax number on the form, uploaded to the member’s ARBenefits account or e-mailed to AskEBD@dfa.arkansas.gov; 

    2. The online health risk assessment (HRA) will be available until midnight November 15, 2018;

    3. The online tobacco cessation program will be available until midnight November 15, 2018.

    Naturally Slim Program Enrollment Reopens

    *** Naturally Slim enrollment opens on Friday, September 14 at 8 a.m. Eligible members can enroll at www.NaturallySlim.com/ARBenefits ***

    ARBenefits is once again offering members the chance to participate -- at no cost -- in the Naturally Slim program!

    Naturally Slim is an online program that teaches participants how to eat the foods they love and still lose weight. Studies show weight loss reduces the chance of developing serious conditions, like diabetes and heart disease.

    On August 21, 2018, the State and Public School Life and Health Insurance Board approved offering a new class of the Naturally Slim program to an additional 3,000 state and 3,000 public school employees. Priority will be given to members who signed up for the last class offering and were placed on the waitlist. Members placed on the waitlist list from the initial class, still must enroll to participate.

    Enrollment is available to covered employees, and new for this class, non-Medicare retirees. Spouses and dependents are not eligible to participate at this time.

    Members will need their ARBenefits information on hand to enroll. 
    More information can be found on the attached flyer. Employees with an e-mail address in the ARBenefits system will also receive the flyer through e-mail.

    New Diabetes Management Program

    ARBenefits is excited to announce a new management program available to members with diabetes. Kannact is a program available, at no cost, to all ARBenefits members. 

    Kannact combines real-time biometric monitoring with one-on-one coaching to help members engage and better navigate the day to day challenges of living with diabetes. Kannact does not replace a member’s physician, but rather partners with the provider to provide support and guidance between visits.

    On August 21, 2018, The State and Public School Life and Health Insurance Board approved a motion to transition the Plan’s diabetes management program to Kannact. Additional information will be provided to members that currently participate in the diabetes management program through Active Health Management who wish to transition to Kannact.

    Kannact sends all necessary testing supplies directly to the participants’ doorstep. The following supplies and benefits are provided at no cost to the member, and are fully paid for by the Plan through an in-network claim reimbursement. No more fighting with the pharmacy to get your supplies! 

    • Bluetooth Glucometer which uploads your readings to your private Kannact portal; no need to log your readings anymore.
    • Prescribed testing strips & lancets shipped directly to your door step.
    • 24-hour access via mobile app, text messaging and phone.
    • Diabetes self-management tools and guidance through an ADEA certified diabetes health coach.

    Open Enrollment and Rates for 2019 – General Distribution

    The open enrollment period for the 2019 plan year will run October 1-31, 2018. Open enrollment applies to active employees, non-Medicare retirees and those on COBRA. Life insurance open enrollment through Securian will also be October 1-31, 2018.

    Employees are able make the following changes during open enrollment: 

    • enroll onto the plan, 
    • add/drop spouse and dependent coverage,
    • change plan levels (only choice for non-Medicare retirees and COBRA), 
    • cancel coverage completely.

    Members who do not elect any changes during open enrollment will keep their current coverage for 2019. Changes elected during open enrollment go into effect January 1, 2019. 

    For State Agency Employees (ASE) Only: 
    Open enrollment for Flexible Spending Accounts (FSA) will be October 1 - 31, 2018. Also, open enrollment for voluntary products through ARSEBA will run September 1 - October 31, 2018.

    During the June meeting, The State and Public School Life and Health Insurance Board approved a 0% increase for both ASE and PSE employee and retiree rates for 2019. The Board also voted to keep the wellness discount at $75 per month. 
    For PSE plans, the board lowered plan deductibles by $250. 

    Rate sheets and plan documents for 2019 will be available later this summer.

Newly published research reveals that suicide rates have dramatically increased in the last decade. Suicide is a profoundly disturbing event and many people respond with confusion, fear, and anger when confronting it. This webinar will demystify suicide through discussion of why it occurs, the risk factors associated with suicide, and how to intervene with those who are suicidal or potentially suicidal.

    Online Health Assessment Now Available

    The online health assessment through the ARBenefits Member Portal is now available for members to complete. Completion of a health assessment is one of the requirements of the ARBenefitsWell program.

    The online health assessment only needs to be completed by covered employees, and covered spouses who do not participate in a checkup through Catapult Health.

    To access the assessment, members must log into their ARBenefits Member Portal account at www.ARBenefits.org and follow the instructions below. Covered spouses must log into their own ARBenefits account to complete their assessment. 

    • Scroll down in the Home tab to the ARBenefits box.
    • Click the GuidanceResources® link on the right side of the box to automatically access your GuidanceResources.com account.
    •  Inside your GuidanceResources® account, click the Health Assessment link on the left hand side, or the notification in the middle of the page. 

    The assessment must be completed by going through the ARBenefits portal. If you complete an online health assessment by going directly to www.GuidanceResources.com, it will not count towards the wellness requirements. 

    Online health assessments must be completed by 10/31/18. Any health assessments you previously completed will no longer be in the GuidanceResources® system, but those completed after 10/31/17 will receive credit for completion.

    Members who need assistance logging into their ARBenefits account can contact EBD at 1-877-815-1017x1, or by e-mail at AskEBD@dfa.arkansas.gov.

State of Arkansas warns of counterfeit check scam

    Check alleges to be payment for advertising

    The Arkansas Department of Finance and Administration (DF&A) warns of a current counterfeit check scam that is targeting taxpayers and alleges to be a check from the State of Arkansas.

    The check is accompanied by a letter or email stating it is payment for placing advertising on your vehicle for the “Amazon Online Store” or possibly another retailer. The specific instructions are to deposit the check, keeping $500 of it and wiring the remainder to a specific account in order to receive the ads to be placed on your vehicle.

    Regarding counterfeit checks and similar scams, the Federal Trade Commission’s website explains:

    If you were to deposit the check and wire the money, your bank would soon learn that the check was a fake. And you’re out the money because the money you wired can’t be retrieved, and you’re responsible for the checks you deposit — even though you don’t know they’re fake.

    The checks that have come to the attention of DF&A are for varying amounts.

    Law enforcement has been alerted regarding these checks.

    2019 Wellness Program Requirements 

    Attached are the requirements for the 2019 ARBenefits wellness program. 

    Both employee and covered spouse must complete a biometric screening, and a health assessment by October 31, 2018 in order to qualify for the 2019 incentive. 

    Participants can complete their biometric screening through a Catapult Health worksite checkup, or they can have their own physician complete their screening. Those that go to their own physician to complete their screening will need to have their physician complete the Primary Care Provider form. The form will be available at www.ARBenefits.org.  

    Biometric screenings must include a screening for nicotine use. Any employee or spouse, who tests positive for nicotine, can still qualify for the 2019 incentive if they enroll in the GuidanceResources® Tobacco Cessation program. 

    Members who participate in a checkup through Catapult will also complete their health assessment requirement during their appointment. Those who have their own physician complete their screening will need to complete a health assessment through the ARBenefits Member Portal. The assessment through the Member Portal will be rolled out in early 2018.

    As we enter the holiday season, the Employee Benefits Division (EBD) team is thankful for the opportunity to serve each and every one of our members. From teaching to tourism, our members keep Arkansas running throughout the year. That’s why we are eager to share some exciting news regarding our wellness program.

    Please be on the lookout for this announcement next month. With these new opportunities in our wellness program coming soon, we ask that members not complete the online Health Assessment or schedule your wellness visit before this new initiative is announced (in mid-December).

    We will be sharing details regarding this innovative program soon but until then, enjoy your turkey and time off! As always, the EBD team is here to answer any questions you may have.
