Arkansas will receive more than $10 million to enhance the state’s electric grid

                                                                                     Arkansas will receive more than $10 million to enhance the state’s electric grid

                                                                                                  Federal funding provided through U.S. Department of Energy

     

    LITTLE ROCK, Arkansas (September 20, 2023) – The Arkansas Department of Finance and Administration (DFA) today announced the state will receive more than $10 million in federal funding through the Grid Enhancement Grant program. The money will be used to prevent electric outages and enhance the resilience of the electric grid. Grant funding for the first year will total $5.16 million. This will be followed by an additional $5.14 million the second year.

    “This year’s historic natural disasters underscored the critical importance of our electric grid. We need the grid to run to keep our entire state moving,” said Governor Sarah Huckabee Sanders. “This investment will enhance our grid’s resiliency to help in future crisis events, benefitting Arkansans for years to come.” 

    The money is provided by the U.S. Department of Energy through the Infrastructure Investment and Jobs Act. The Grid Enhancement Grant program seeks to strengthen and modernize America’s power grid against wildfires, extreme weather, and other natural disasters. Examples of those that may qualify for this grant include electric grid operators, electricity storage operators, electricity generators, transmission owners or operators, distribution providers and fuel suppliers.  

    “We will work closely with our partners to establish the process through which the grants will be distributed,” said Becky Keogh, Infrastructure Coordinator for the state of Arkansas. “As Arkansans continue to recover from the March tornadoes along with other major weather events, we have a great opportunity to enhance our grid going forward.”

    DFA will manage the application process.

    Projects that may qualify for the grant include weatherization technologies and equipment, fire-resistant technologies and fire prevention systems, undergrounding of electrical equipment, utility pole management, relocation of power lines and adaptive protection technologies. DFA will utilize guidance from the Department of Energy in order to maximize benefits to Arkansas residents.

    DFA hosted a public hearing and accepted public feedback on this proposed grant program earlier this year.

    “In addition to the initial $10 million, we anticipate more funding will be made available through the Grid Enhancement Grant program,” said DFA Secretary Jim Hudson. “Citizens across the state partnered to support our fellow Arkansans affected by the historic weather events earlier this year. Investing in our grid is one more way we can take action to keep Arkansans safe should we ever face this again.”

    DFA announces Trent Minner as Regulatory Administrator

    LITTLE ROCK, Arkansas (July 19, 2023) – Arkansas Department of Finance and Administration (DFA) Secretary Larry Walther today announced Trent Minner will join DFA as Regulatory Administrator. In this position, Minner will oversee the Alcoholic Beverage Control Division (ABC), Racing Commission, Medical Marijuana Commission and Tobacco Control Division. He replaces Mike Moore, who recently retired.

    Minner, a Conway native, is a graduate of John Brown University and the University of Arkansas at Little Rock’s Bowen School of Law. Prior to joining Governor Sarah Huckabee Sanders’ staff in January as Deputy Legislative Director, he practiced law in Conway with Shane Henry & Associates. Minner also served as an Assistant Attorney General in the Public Protection Department.

    “DFA’s Regulatory Division oversees more than 11,700 active permits throughout Arkansas,” said Secretary Walther. “As an attorney with comprehensive experience in compliance and a detailed understanding of the day to day operation of this division, I am proud to have Trent lead this multifaceted DFA team.”

    Minner’s first day will be Monday, July 31.

    “It was the honor of a lifetime to serve Governor Sanders as Deputy Legislative Director in the opening months of her administration,” said Minner. “I was humbled to be part of the team that helped get Arkansas LEARNS, the Safer, Stronger Arkansas legislative package, and historic tax cuts across the finish line – along with so many other reforms for the people of Arkansas.     The Arkansas Department of Finance and Administration (DFA) will hold a public hearing on May 11, 2023, at 10:00 AM via videoconference.

    The videoconference may be accessed at the following link: https://arkansas-gov.zoom.us/j/87043376263. Although registration is not required, those that plan to attend are encouraged to email confirmation to  infrastructure@dfa.arkansas.gov.

    This public hearing is regarding the State of Arkansas’ application for formula funds through the Grid Enhancement Grant Program through funding provided by Section 40101(d) of the infrastructure Investment and Jobs Act (IIJA) Preventing Outages and Enhancing the Resilience of the Electric Grid Formula Grant Program. The Department of Energy (DOE) will provide $2.5 billion in formula grants through the Grid Enhancement Grant Program to states and tribes. Arkansas is expected to receive $5.16 million for FY2022 and $5.14 million for FY2023.  Funding for the FY2024-FY2026 are anticipated but funding levels have not been announced by DOE.  This program seeks to strengthen and modernize America’s power grid against wildfires, extreme weather, and other natural disasters. Funding will be provided to carry out activities supplemental to existing hardening efforts and reduce the risk of power lines causing a wildfire; or reduce the likelihood and consequences of disruptive events.

    DFA is managing the Grid Enhancement Grant application process and once the formula funds are received, subgrantees will be able to apply for funds through DFA.  DFA will utilize an inter-departmental advisory committee to provide support.  DFA has established objectives and metrics for this program.  These will be utilized by DFA, with support of the advisory committee, to evaluate eligible projects.  These objectives and metrics incorporated into the draft program narrative are based on DOE guidance and applicable requirements of the program to provide subawards which maximize benefits to Arkansas residents. Feedback from the public on the program and the draft program narrative available on the DFA website (https://www.dfa.arkansas.gov/images/uploads/Arkansas_DFA_ProgramNarrativeFINAL.pdf) during the open comment period will help DFA align the objectives of this program to best serve Arkansas residents.

    Written comments concerning DFAs use of the Grid Enhancement funds may be submitted to the Arkansas Department of Finance and Administration, 1509 W 7th Street Little Rock, AR 72201, or by email to the State Infrastructure Coordinator at infrastructure@dfa.arkansas.gov. Public comments will be received until May 19, 2023 at 5:00 PM; any comments received after 5:00 PM May 19, 2023 will not be accepted.

                                                                                                        Babbitt named State Controller and DFA Deputy Director

    LITTLE ROCK, Arkansas (April 18, 2023) - Arkansas Department of Finance and Administration (DFA) Secretary Larry Walther today announced the selection of Andy Babbitt as State Controller and DFA Deputy Director.

    This position oversees DFA’s Accounting Division. The Accounting Division ensures fiscal integrity within the state’s financial records and serves as a centralized reporting source for state appropriations and funds. This includes the State of Arkansas's Annual Comprehensive Financial Report (ACFR). Additionally, the Office of Accounting has handled all accounting and reporting for the state’s Coronavirus Aid, Relief, and Economic Security (CARES) Act funding and the American Rescue Plan Act (ARPA) funding.  Accounting also oversees DFA’s Office of Information Services (OIS). OIS is responsible for managing the Information Technology resources of DFA.

    “This is a critical position for DFA and the State of Arkansas,” said Secretary Walther. “The position requires significant high-level accounting experience along with a thorough understanding of state services and Departments. With decades of experience auditing Departments throughout state government, Andy brings the skill set needed to the State Controller role. I look forward to Andy leading this talented team.”

    Babbitt, a certified public accountant since 1998, is also a Certified Fraud Examiner through the Association of Certified Fraud Examiners. He was a Senior Auditor at Arkansas Legislative Audit where he worked for 25 years.

    Overall, Babbitt has 27 years of governmental accounting experience, including the design of internal controls and business processes. He joined DFA in July 2021 as an Accounting Manager.

    He is a graduate of the University of Arkansas at Little Rock where he obtained a Bachelor of Science in Accounting degree followed by a Master of Business Administration degree.

                                                                                              DFA announces 2023 filing details and resources

    The Arkansas Department of Finance and Administration (DFA) is now accepting paper returns for tax year 2022.  E-filed returns will be accepted by DFA on the same date as the IRS, January 23, 2023.  Taxpayers may be eligible to file returns under the Free File Alliance.  Visit our website:  https://www.dfa.arkansas.gov/income-tax/arkansas-efile/freefile-program-for-individual-income-tax/ for vendors and their requirements.

    Please allow six to eight weeks for the processing of your paper returns.  When e-filed returns are accepted, please allow two to four weeks for processing.  Please be sure to file your return or extension and pay any amount due by April 18, 2023, to avoid failure to file and failure to pay penalties.  Forms and instructions are available on our website: https://www.dfa.arkansas.gov/income-tax/individual-income-tax/forms/.

    Paper checks may take longer to reach you than direct deposits.  You can check the status of your refund and make payments 24 hours a day on our ATAP website at www.atap.arkansas.gov.  If the site states your refund cannot be located, it may mean your return has not completed processing.  You may call and talk to our Service Representatives at 501-682-1100 from 8:00AM – 4:30PM, Monday through Friday, except on holidays.

    DFA Statement Regarding Student Loan Forgiveness

    The forgiveness of a debt is generally included in a taxpayer’s gross income. However, the Arkansas General Assembly and Governor Asa Hutchison took action to exempt unemployment payments from state income tax for a two year period. Additionally, PPP loans are not subject to state income tax because of legislation. The General Assembly meets in January and may take similar action to exempt this student debt forgiveness. It would be inaccurate to report student loan forgiveness will be taxable in Arkansas as we won’t be certain until the legislative session is complete and the complete details of the loan forgiveness plan are finalized and announced by the U.S. Department of Education.

    Governor Asa Hutchinson recently issued the following statement regarding student loan forgiveness.
    Broad student loan “forgiveness” is a misuse of executive authority. Shifting the burden from those who willingly took out a loan to all taxpayers isinconsistent with the American ideal of personal responsibility and will further discourage those who took a different path, including work or lower-cost schools.
    If President Biden wanted to provide relief to Americans with student loan debts, he could work to permanently lower interest rates instead of across-the-boardforgiveness. “Forgiving” student loan debts will reward high-cost schools and add to the inflated cost of higher education.

    From 12:01 a.m. August 5 to 11:59 p.m. August 6, a wide variety of items will be free of both state and local sales tax in Arkansas. This includes items such as binders, book bags, clothing, shoes and cosmetics.

     

    This is the eleventh year for Arkansas’ Tax Free weekend, which started in 2012 (the legislature established it in 2011).

     

    For the first eight years of the Tax Free weekend, electronics such as cell phones and laptops were not included as tax free items. The state legislature voted to change the list of qualifying items to include electronics. Purchases of laptops, cell phones, desktop computers, E-readers, and computer monitors now qualify. There is no limit to the price of the electronic items.

     

    Online purchases qualify if the transaction takes place August 5-6, and the item is shipped to an Arkansas address. The delivery may take place at any time.

     

    The 6.5% state sales tax will not be applied to the qualifying items along with any local sales tax.

    NOTICE OF ARKANSAS RACING COMMISSION MEETING

                The Arkansas Racing Commission will meet in a telephonic meeting on Tuesday, January 25, 2022, at 11:00 a.m. to consider a correction to the proposed Arkansas Racing Commission Casino Gaming Rules approved by the Arkansas Racing Commission on December 30, 2021.

                 Casino Gaming Rule 20.010 – Definitions Paragraph 13.  The proposed rule currently reads as follows:

    “Online sports pool” means an operation in which wagers on sports events are made over the internet on websites or mobile applications through computers, mobile devices, or other approved interactive devices accepted through a gaming system approved by the Commission.In order to operate an online sports pool, a casino licensee must first operate and continue to operate a sports pool from the casino licensee’s premises.Further, operation of an online sports pool shall be prohibited in circumstances in which a majority of the net gaming revenue, as defined in Amendment 100, from the online sports pool is paid to a third-party vendor assisting in the operating of the sports pool.

                The proposed correction to Rule 20.010 (13) involves the changing of one word.  That word is highlighted below:

    LITTLE ROCK – The Arkansas American Rescue Plan Act of 2021 Steering Committee will hold one meeting this afternoon (2:30 p.m.) followed by another meeting tomorrow afternoon (3:30 p.m.). Both meetings will take place via Zoom and may be viewed via live stream from Arkansas PBS at https://www.myarkansaspbs.org/arcan/home. Governor Asa Hutchinson created the Arkansas American Rescue Plan Act of 2021 Steering Committee to make recommendations on the distribution of approximately $1.57 billion in American Rescue Plan funding in the state.

    Today’s meeting was called to allow for consideration of one proposal to meet the urgent need for additional hospital bed space. Tomorrow’s meeting will include review of several proposals.

    LITTLE ROCK, Arkansas (July 23, 2021) – The Arkansas Department of Finance and Administration (DFA) today announced proposal guidance and a proposal template for American Rescue Plan Act (ARPA) funding have been added to the ARPA Steering Committee website, https://govstatus.egov.com/arpasc. Completed proposals can be submitted via email to ARPA_SteeringCommittee@dfa.arkansas.gov  Proposals must meet the criteria established by the U.S. Treasury and will  be considered as they are received.  Governor Asa Hutchinson, the Arkansas General Assembly and the ARPA Steering Committee will make funding decisions for approximately $1.57 billion received through ARPA for disbursement by the state.

    Proposals must fall into one or more of the categories listed below established by the U.S Treasury:

    • Supporting the Public Health response.
    • Addressing behavioral healthcare needs exacerbated by the pandemic.
    • Reimbursing or paying payroll and benefits for public health, healthcare, human services and public safety employees to the extent they work on the COVID-19 response.
    • Addressing the negative economic impacts caused by COVID-19. Serving the hardest hit communities and families in your city.
    • Replacing lost public sector revenue.
    • Providing premium pay for essential workers.
    • Investing in water and sewer infrastructure.
    • Investing in broadband.

    Overall, projects funded by ARPA must benefit the mitigation of COVID-19 or the recovery from its impact.

    “COVID-19 highlighted the state’s need for investment in areas such as broadband, water and wastewater infrastructure and cybersecurity,” said Governor Hutchinson. “The American Rescue Plan and related guidance recognized these areas as important to long term economic recovery and success. Working closely with members of the General Assembly and the ARP Committee, I look forward to funding projects that will improve the lives of many Arkansans.”    

    DFA will review proposals along with two consulting companies, CTEH and Hagerty, to determine if they meet eligibility standards as defined by U.S. Treasury. Those that meet these requirements will be assigned to the appropriate state agency for further review. Proposals that proceed will be presented by the agency to the full ARPA Steering Committee. The committee will make recommendations with final approval required by Governor Hutchinson and the General Assembly.

    The 15-member ARPA Steering Committee includes members of the General Assembly along with leaders of several state agencies.

    “In order to maximize the positive impact of these federal funds, the ARPA Steering Committee will continue to listen to the needs of organizations and individuals around the state,” said Larry Walther, Department Secretary for DFA and Chairman of the ARPA Steering Committee. “Though a coordinated effort I am confident we will fund the projects that will benefit the state for years to come, whether it’s broadband investment or expansion of healthcare infrastructure.”

    The $1.57 billion will be provided to the state through two transfers. The first half of funding was received in late June while the remaining portion will follow in approximately 12 months.

    The $1.01 billion for Arkansas cities and counties is separate from the $1.57 billion in state fiscal recovery funds.

Arkansas Scholarship Lottery celebrates a record year for scholarships

    LITTLE ROCK, AR – The Arkansas Scholarship Lottery (ASL) announced today that it raised a record $106.6 million in proceeds for Fiscal Year 2021, which ended June 30. In total since its inception in 2009, ASL has raised more than $1 billion in scholarship proceeds.

    ASL Executive Director Eric Hagler calls the achievement “extraordinary,” especially in light of the socioeconomic challenges of the past year.

    “Despite the chaos and disruption over the past 16 months, Arkansans continued to support the scholarship program by buying lottery tickets in record numbers,” Hagler said. “Our dedicated team of professionals at the office of the Arkansas Lottery and our strong retailer network helped us to out-perform every metric in FY 2021. We are grateful because it allows us to fulfill our mission of helping to educate Arkansas students, which will have a long-term positive economic impact on our state.” 

    Hagler said the record numbers posted for FY 2021 stand as proof that the Lottery is trending upward and on a proper course for prudent growth. But he says expectations for FY 2022 should be tempered because of potential limits on consumer discretionary spending.

    “The re-opening of additional entertainment venues coupled with rising inflation and fuel costs represent a challenge to reproduce the same sales and net proceeds numbers achieved this past year,” Hagler commented.

    Lottery proceeds support three scholarship programs.

    The Arkansas Academic Challenge Scholarship provides tuition assistance for Arkansans at two- and four-year public and private colleges.

    The Arkansas Workforce Challenge Scholarship is available for students applying for certificate programs in high demand occupations.

    The Arkansas Concurrent Challenge Scholarship provides financial assistance to eligible students in the state who want to take college courses while still high school.

    Corrigan Revels, a UA-Little Rock graduate and current employee of the school, says he was the first person in his immediate family to graduate from college, thanks in part to the lottery. 

    “When I chose to attend UA-Little Rock, the lottery scholarship was a huge blessing,” said Revels. “Now, I’m in a position to help other students at my alma mater reach their fullest potential. I want to thank Arkansans for supporting students and graduates like myself.”

    Hagler calls the lottery a win-win-win situation for everyone at every stage of the lottery process.

    “Obviously, students in Arkansas win by receiving tuition assistance,” Hagler said. “Our retail partners also win when a player cashes in a winning ticket and when foot traffic increases in their stores. And, of course, players win when they redeem potentially life-changing prizes.”

    Since 2009, the lottery has awarded more than $3.6 billion in prizes to players, resulting in approximately $318 million in retailer commissions.
