Sec. Hudson announces additions to DFA leadership team
Jessica Moore to lead State Budget Division; Tim Frith to lead Arkansas Racing Commission
LITTLE ROCK, Arkansas (July 21, 2026) – Jim Hudson, Secretary of the Arkansas Department of Finance and Administration (DFA), today announced two additions to DFA’s leadership team. Secretary Hudson announced Jessica Moore as State Budget Director. As Director, she will lead DFA’s Budget Division and work with Departments across state government to administer all aspects of the budget. She replaces Robert Brech, who is now the Executive Director of the Office of Professional Conduct. Moore has served as interim budget director since Brech’s departure. Additionally, Tim Frith was appointed Director of the Arkansas Racing Commission, which oversees thoroughbred racing and casino gaming in the state. He replaces Smokey Campbell, who recently retired.
Moore has been with DFA since August 2017. She joined DFA from an engineering and consulting firm, GHD. Prior to the interim director role, she was assistant budget director for several years. She graduated Magna Cum Laude from the University of Arkansas at Little Rock with a degree in Business Administration, Accounting Major. Jessica lives in Little Rock with her husband Fred, and two children, Faith and Finley.
Frith was previously an attorney with the Wright, Lindsey Jennings Law Firm in Little Rock. He also worked in economic development on the local and state level. A former collegiate athlete, Frith was a member of his firm’s Sports Law Division. He received his undergraduate degree from Texas A&M and his law degree from the Bowen Law School at the University of Arkansas at Little Rock. He is an Oregon native. He lives in Little Rock with his wife, Hannah.
“Both of these positions carry significant responsibilities that affect the day-to-day operation of state government and high-profile industries,” said Secretary Hudson. “As an attorney with experience in corporate and sports law, Tim understands the important role the racing commission plays in protecting Arkansans and regulating casinos and horse-racing. I’m proud to welcome him to the DFA Leadership team. Jessica has been a great asset to DFA for several years. She is a natural leader who maintains strong relationships with all Departments. With an unmatched understanding of the state budget and a love for public service, I’m grateful to have her in this role.”
