    Grid Enhancement Grant Subaward Program

    Program Description

    The Grid Enhancement Grant Subaward program provides funding for utility infrastructure investments in Arkansas. This program leverages allocated federal funds to enhance and modernize America’s power grid against natural disasters and expand economic development. This funding is provided through the Infrastructure Investment and Jobs Act (IIJA) and will be allocated to projects that deliver direct benefits to Arkansans by increasing grid resilience, protecting against outages during natural disasters, and encouraging investments into the state’s grid workforce. 

    Program Objectives

    Funding provided through this subaward program will be used to enhance the resilience of the electric grid and prevent electric outages by addressing three objectives:

    1. Increase the Reliability of the Arkansas Electric Grid
    2. Achieve Whole Community Impact
    3. Support the Development of the State’s Grid Workforce

    For additional details regarding these objectives, please refer to the state Program Narrative below.

    Eligible Entities

    Eligible applicants generally include all Arkansas electric utilities (e.g., investor-owned electric utilities, electric cooperatives, and municipal electric utilities) as well as electric grid operators, electricity storage operators, electricity generators, transmission owners or operators, distribution providers, and fuel suppliers.

    Timeline

    • The application period opens on April 2, 2024.  
    • Applicants must submit a completed proposal and SF-424 form to infrastructure@dfa.arkansas.gov by 5PM CT on Friday, July 19, 2024.

    DFA encourages all eligible and interested entities to review the application, guidance, and posted FAQ document in a timely manner. Interested parties should direct any questions to infrastructure@dfa.arkansas.gov by April 30, 2024. Due to the competitive nature of this program, DFA will provide answers to questions that are broadly applicable to eligible applicants by posting an updated FAQ document with responses.

    Number of Arkansas income tax refunds up 21% in 2024

    More than 326,000 refunds issued to date

     

    LITTLE ROCK, Arkansas (March 13, 2024) – The Arkansas Department of Finance and Administration (DFA) has issued 326,347 individual income tax refunds since filing season opened January 29. This is an increase of 56,844 refunds from the same time frame in 2023, when refunds totaled 269,503.

     

    More than $151.5 million has been issued to taxpayers through individual income tax refunds in 2024.

     

    As a result of two income tax cuts passed by the Arkansas General Assembly and signed by Governor Sarah Huckabee Sanders in 2023, the top individual income tax rate was reduced from 4.9% to 4.4% effective January 1, 2024. Legislation also provided a $150 individual income tax credit that will result in taxpayers saving $156 million in 2024.

     

    “I was proud to sign two tax cuts last year that returned more than $300 million to Arkansas taxpayers. Arkansans are moving quickly to take advantage of the tax credits included in that legislation, demonstrating the wide-ranging and positive effects these cuts are having on our economy,” said Governor Sanders.

     

    Approximately 92% of taxpayers in Arkansas now file their individual income tax returns online while the remaining 8% send a hard copy return to the state.

     

    “Taxpayers are understandably eager to file and receive refunds this year,” said DFA Secretary Jim Hudson. “Thanks to Governor Sanders and the General Assembly, Arkansans are empowered to determine how their money is spent as they keep hundreds of millions of dollars in their pockets.”

     

    The deadline to submit an individual income tax return on the state and federal level is April 15, 2024. Taxpayers can check the status of a refund at ATAP - Refund Check (arkansas.gov) or call 501-682-1100.

    DFA Announces Steps to Safeguard Driver’s Licenses and IDs
    Licenses and IDs will reflect gender listed on birth certificate

    LITTLE ROCK, Arkansas (March 12, 2024) – The Arkansas Department of Finance and Administration (DFA) today announced a revised policy intended to better safeguard the integrity of licenses and IDs issued by DFA. Effective immediately, DFA is rescinding its existing administrative practice that allows license holders to change their gender without any verifiable information, or to utilize an “X” in lieu of gender. This action restores DFA’s long-standing policy that license and ID holders must display a gender of “male” or “female,” as indicated on an original or amended birth certificate.

    “This policy is just common sense. Only women give birth, men shouldn’t play women’s sports, and there are only two genders. As long as I’m Governor, Arkansas state government will not endorse nonsense,” said Governor Sarah Huckabee Sanders.

    All previously issued licenses and IDs with the “X” designation will remain valid through the existing expiration date. Updates will take place at renewal.

    “This change announced today reflects a commonsense approach that ensures a license or ID issued by the State of Arkansas is based on objective, verifiable information,” said DFA Secretary Jim Hudson. “All of our stakeholders in law enforcement, other government agencies, caregivers, schools, and businesses depend on DFA-issued licenses and IDs to keep our communities safe and to prevent fraud. The discontinued policy is not supported by Arkansas law and was never subject to public comment and review by the Arkansas Legislative Council (ALC), as required by the Administrative Procedures Act.”

    DFA has submitted an emergency rule for review by ALC’s Executive Subcommittee. The proposed rule specifies the process DFA will follow to validate a license or ID holder’s gender. “We are committed to implementing this new policy in a manner that is respectful towards all of our customers,” said Secretary Hudson.

    There are 2,668,881 active Arkansas driver’s licenses along with 503,294 IDs. More than 600,000 of those are in the form of a REAL ID, which will be required to board a plane or enter a federal building beginning May 7, 2025.

    The scoping meeting’s purpose is to inform the public of the study process and to solicit input on the scope, significant issues, and development of alternatives to be analyzed.     DFA Demands Online Operators Cease Offering Unlicensed Sports Betting

    LITTLE ROCK, Arkansas (February 15, 2024) – Today, the Arkansas Department of Finance and Administration (DFA) sent cease and desist letters to two Daily Fantasy Sports operators that DFA believes to be offering unlicensed sports betting in violation of Amendment 100 to the Arkansas Constitution. 

    Daily Fantasy Sports operators offer a version of the traditional fantasy football concept, with a consumer creating a team and points being assigned based on performance. The consumer creating the best performing team is rewarded.  In the last year, these operators have offered a product associated with sports betting: “player prop bets.”

    “Back in the day, places that tolerated illegal gambling were referred to as ‘wide open,’” said DFA Regulatory Administrator Trent Minner. “The Internet is today’s equivalent of a ‘wide open town’ where unlicensed gambling thrives outside of the taxation and age-verification requirements required by the law. As the state’s regulator of licensed sports betting, DFA is putting these companies on notice that Arkansas is not ‘wide open.’”

    Traditional Daily Fantasy Sports websites operate legally under the protection of Act 1075 of the 2017 Regular Session. However, Arkansas law does not allow these operators to offer unlicensed sports betting. These unlicensed operators are not required to verify if a participant is 21 years of age and they do not pay the taxes associated with sports betting.

    “Arkansas law requires sports bets to be placed with a licensed sportsbook that is required to verify the age of the consumer. The state has an interest in protecting Arkansas children from operators seeking to exploit underage Arkansans,” said DFA Secretary Jim Hudson.

    The cease and desist letters were sent via certified mail to Underdog Sports Holdings and SidePrize LLC (PrizePicks).

Bjornson named Tobacco Control Director

                                                                                ABC Director Christy Bjornson named Director of Arkansas Tobacco Control
                                                                                    Bjornson will remain ABC Director while also leading Tobacco Control

    LITTLE ROCK, Arkansas (February 14, 2024) – Arkansas Department of Finance and Administration (DFA) Secretary Jim Hudson today announced Christy Bjornson as the new Director of the Arkansas Tobacco Control Division (ATC). Bjornson was named Director of Arkansas’ Alcoholic Beverage Control Division (ABC) in October 2023. She will maintain her role as ABC Director while also leading ATC.
    Both ABC and ATC are within the Department of Finance and Administration’s Regulatory Division.

    Bjornson replaces Greg Sled as ATC Director. Director Sled, who had been with ATC for more than 25 years, passed away in December.

    ATC, which oversees 5,262 tobacco permits throughout Arkansas, ensures all retailers, wholesalers and manufacturers of tobacco, vapor and alternative nicotine products fully adhere to all Arkansas tobacco laws. ABC, which oversees 6,468 alcohol permits throughout the state, has responsibility for the regulation and supervision of alcohol, including manufacturing and distribution. In addition, ABC also oversees operation of the state’s permitted medical marijuana facilities.

    “The Director of both ATC and ABC must work closely with Enforcement Agents and the business community to maintain compliance within these regulated industries,” said Secretary Hudson. “Christy demonstrates this ability on a daily basis as she manages a wide range of high-profile issues. With one Director leading both divisions, DFA streamlines multiple processes across these two offices while also saving taxpayer dollars, which is a priority for Governor Sanders.”

    Prior to joining ABC in October, Bjornson was an Attorney Supervisor in DFA’s Office of Field Audit. She also served as a Deputy Prosecuting Attorney for the Sixth Judicial District.

    “It is an honor to take on the role of ATC Director,” said Director Bjornson. “ATC’s dedicated staff works to ensure citizens of Arkansas are protected from harmful and illegal tobacco sales, as well as providing guidance to businesses in an effort to keep them compliant with Arkansas law. I look forward to continuing those efforts as an integral part of Arkansas’s regulatory division.”

    As Director of ATC and ABC, Bjornson reports to Regulatory Division Administrator Trent Minner. The Regulatory Division oversees alcohol, tobacco, medical marijuana, gaming, and horse-racing in Arkansas.  

    Bjornson earned a Bachelor’s Degree in Political Science from the University of Central Arkansas and a Juris Doctor Degree from the William H. Bowen School of Law.

    She is a native of Little Rock.

    Office of Driver Services and Motor Vehicle honored with Service Award

     

    LITTLE ROCK, Arkansas (December 22, 2023) – The Arkansas Department of Finance and Administration’s Office of Driver Services and Motor Vehicle (DSMV) was recently honored with the Service Award from the American Association of Motor Vehicle Administrators.

    The organization presented The Service Award to DSMV leaders at a ceremony in Norfolk, Virginia.

    The Arkansas DSMV team received the honor for collaboration with other organizations in assisting Arkansans with proper documentation to obtain necessary credentials for employment. Understanding the importance of a license to obtain employment and in day-to-day life, DSMV employees provide support to citizens working on Driver’s License reinstatement . An example of this is work with the “Rights After Wrongs” program. At a recent fair, DSMV employees helped more than 500 citizens with their driver’s license reinstatement.

     

Greg Sled, Arkansas Tobacco Control Director, passes away after 25 years of service

    Greg Sled, Arkansas Tobacco Control Director, passes away after 25 years of service

    LITTLE ROCK, Arkansas (December 18, 2023) – Greg Sled, Director of the Arkansas Tobacco Control Division, passed away Sunday, December 17th. Greg joined Arkansas Tobacco Control in October 1998, and led the Tobacco Control Division since 2020.

    Tobacco Control is an office within the Arkansas Department of Finance and Administration’s (DFA) Regulatory Division.

    “Bryan and I were saddened to learn of Greg’s passing. His decades of service left a deep, lasting impact on our state. Our prayers are with Cynthia, the Sled family, and all who knew and loved Greg,” said Governor Sarah Huckabee Sanders.

    Established in 1997, the mission of Arkansas Tobacco Control is to ensure all retailers, wholesalers and manufacturers of tobacco, vapor and alternative nicotine products fully adhere to all Arkansas tobacco laws.

    “Greg had a heart for public service, and that was evident in his work,” said DFA Secretary Jim Hudson. “We are grateful for his dedication and his willingness to serve. The state of Arkansas is a better place because of Greg Sled, and our prayers are with his family and many friends.”

    “When Greg talked about leading Tobacco Control, he referred to it as his dream job,” said Trent Minner, Administrator of DFA’s Regulatory Division. “Greg was a true servant leader, and he cared deeply about his people. Greg’s impact will be felt around here for a long time, and  his memory will be honored for years to come through the work of Arkansas Tobacco Control.”

    Greg Sled was a native of Crossett. He is survived by his wife Cynthia, three children and four grandchildren.

    Director Sled’s funeral will be Wednesday, December 20th at 2:00 p.m. at First Baptist Church in Cabot. The graveside service will be held the following day in Crossett.

                                                                                              State Police and Tobacco Control seize 32,671 packs of cigarettes in traffic stop
                                                                                                                                          Packs valued at $311,000

    LITTLE ROCK, Arkansas (October 18, 2023) – Arkansas State Police (ASP) and Arkansas Tobacco Control agents seized a record-breaking amount of illegal cigarettes on Thursday, October 12. The seizure included 32,671 packs of untaxed cigarettes valued at more than $311,000.

    An ASP Trooper who stopped a cargo van on Interstate 40 near Carlisle discovered numerous cartons of cigarettes during a search of the cargo area. The Trooper and an Arkansas Tobacco Control Enforcement agent seized more than 3,270 cartons of cigarettes.

    “Contraband cigarettes are one of the leading sources of funding for terrorism in the United States,” said ASP Colonel Mike Hagar. “We will continue to work with all our partners at Tobacco Control Enforcement to expose and dismantle organizations behind illegal cigarette operations.”

    The driver, Ali Ali Ashabi, 35, of El Paso, Texas, was arrested and transported to the Lonoke County Detention Facility, where he was charged with Possession of Untaxed Tobacco and Unauthorized Use of Another Person’s Property to Facilitate Certain Crimes.

    “This stop is a testament to the importance of strong relationships among law enforcement organizations,” said Trent Minner, Administrator of DFA’s Regulatory Division. “Our partners at State Police immediately contacted Tobacco Control, allowing an agent to arrive on scene quickly. As a result, we made what we believe is the largest seizure of illegal and untaxed cigarettes in Arkansas, saving the state a significant amount of tax revenue.”

    The cargo van was also seized along with the cigarettes.

    Tobacco Control operates under the Department of Finance and Administration’s Regulatory Division.

    Arkansas Tobacco Control oversees 5,262 tobacco permits across the state.

                                                                                   Division oversees more than 6,400 permits throughout Arkansas

    LITTLE ROCK, Arkansas (October 10, 2023) – Arkansas Department of Finance and Administration (DFA) Secretary Jim Hudson today announced Christy Bjornson as the new Director of the Arkansas Alcoholic Beverage Control (ABC) Division. ABC is a division of the Department of Finance and Administration.

    ABC, which oversees more than 6,400 alcohol permits across the state, has responsibility for the regulation and supervision of alcohol, including manufacturing and distribution. In addition, ABC also oversees operation of the state’s permitted medical marijuana facilities.

    Bjornson will join ABC from DFA’s Office of Field Audit, where she was Attorney Supervisor.

    “With years of legal experience and as a leader in our Field Audit Division, Christy understands what it takes to ensure compliance with a complex set of rules,” said Secretary Hudson. “It is also critical to have a Director who can maintain relationships with permit holders, law enforcement and leaders on the local and state level. Christy is the leader ABC needs as the Division’s responsibilities continue to expand.”

    Bjornson’s first day as ABC Director will be Monday, October 16. Prior to joining DFA, she was a Deputy Prosecuting Attorney for the Sixth Judicial District.

    “I am truly humbled to have the privilege of serving Arkansans as Director of the Alcoholic Beverage Control Division,” said Bjornson. “The agency’s hardworking staff oversee and process thousands of permits each year, and I am eager to continue serving the people of Arkansas as a member of the team!”

    Trent Minner, Regulatory Administrator for DFA, has also been serving as ABC’s Interim Director. He will continue to serve as Interim until Monday.

    “Christy has the ability to quickly interpret and analyze complex scenarios to reach a solution,” said Administrator Minner. “While serving as interim Director, I’ve learned the importance of this ability as there are not any slow moments at ABC. We are looking forward to Christy formally joining the ABC team next week.

    Bjornson will report to Administrator Minner as ABC is within DFA’s Regulatory Division. The Regulatory Division oversees alcohol, tobacco, medical marijuana, gaming, and horse-racing in Arkansas.  

    Bjornson earned a Bachelor’s Degree in Political Science from the University of Central Arkansas and a Juris Doctor Degree from the William H. Bowen School of Law.

    She is a native of Little Rock.

                                                                                                  Federal funding provided through U.S. Department of Energy

     

    LITTLE ROCK, Arkansas (September 20, 2023) – The Arkansas Department of Finance and Administration (DFA) today announced the state will receive more than $10 million in federal funding through the Grid Enhancement Grant program. The money will be used to prevent electric outages and enhance the resilience of the electric grid. Grant funding for the first year will total $5.16 million. This will be followed by an additional $5.14 million the second year.

    “This year’s historic natural disasters underscored the critical importance of our electric grid. We need the grid to run to keep our entire state moving,” said Governor Sarah Huckabee Sanders. “This investment will enhance our grid’s resiliency to help in future crisis events, benefitting Arkansans for years to come.” 

    The money is provided by the U.S. Department of Energy through the Infrastructure Investment and Jobs Act. The Grid Enhancement Grant program seeks to strengthen and modernize America’s power grid against wildfires, extreme weather, and other natural disasters. Examples of those that may qualify for this grant include electric grid operators, electricity storage operators, electricity generators, transmission owners or operators, distribution providers and fuel suppliers.  

    “We will work closely with our partners to establish the process through which the grants will be distributed,” said Becky Keogh, Infrastructure Coordinator for the state of Arkansas. “As Arkansans continue to recover from the March tornadoes along with other major weather events, we have a great opportunity to enhance our grid going forward.”

    DFA will manage the application process.

    Projects that may qualify for the grant include weatherization technologies and equipment, fire-resistant technologies and fire prevention systems, undergrounding of electrical equipment, utility pole management, relocation of power lines and adaptive protection technologies. DFA will utilize guidance from the Department of Energy in order to maximize benefits to Arkansas residents.

    DFA hosted a public hearing and accepted public feedback on this proposed grant program earlier this year.

    “In addition to the initial $10 million, we anticipate more funding will be made available through the Grid Enhancement Grant program,” said DFA Secretary Jim Hudson. “Citizens across the state partnered to support our fellow Arkansans affected by the historic weather events earlier this year. Investing in our grid is one more way we can take action to keep Arkansans safe should we ever face this again.”

    DFA announces Trent Minner as Regulatory Administrator

    LITTLE ROCK, Arkansas (July 19, 2023) – Arkansas Department of Finance and Administration (DFA) Secretary Larry Walther today announced Trent Minner will join DFA as Regulatory Administrator. In this position, Minner will oversee the Alcoholic Beverage Control Division (ABC), Racing Commission, Medical Marijuana Commission and Tobacco Control Division. He replaces Mike Moore, who recently retired.

    Minner, a Conway native, is a graduate of John Brown University and the University of Arkansas at Little Rock’s Bowen School of Law. Prior to joining Governor Sarah Huckabee Sanders’ staff in January as Deputy Legislative Director, he practiced law in Conway with Shane Henry & Associates. Minner also served as an Assistant Attorney General in the Public Protection Department.

    “DFA’s Regulatory Division oversees more than 11,700 active permits throughout Arkansas,” said Secretary Walther. “As an attorney with comprehensive experience in compliance and a detailed understanding of the day to day operation of this division, I am proud to have Trent lead this multifaceted DFA team.”

    Minner’s first day will be Monday, July 31.

    “It was the honor of a lifetime to serve Governor Sanders as Deputy Legislative Director in the opening months of her administration,” said Minner. “I was humbled to be part of the team that helped get Arkansas LEARNS, the Safer, Stronger Arkansas legislative package, and historic tax cuts across the finish line – along with so many other reforms for the people of Arkansas.     The Arkansas Department of Finance and Administration (DFA) will hold a public hearing on May 11, 2023, at 10:00 AM via videoconference.

    This public hearing is regarding the State of Arkansas’ application for formula funds through the Grid Enhancement Grant Program through funding provided by Section 40101(d) of the infrastructure Investment and Jobs Act (IIJA) Preventing Outages and Enhancing the Resilience of the Electric Grid Formula Grant Program. The Department of Energy (DOE) will provide $2.5 billion in formula grants through the Grid Enhancement Grant Program to states and tribes. Arkansas is expected to receive $5.16 million for FY2022 and $5.14 million for FY2023.  Funding for the FY2024-FY2026 are anticipated but funding levels have not been announced by DOE.  This program seeks to strengthen and modernize America’s power grid against wildfires, extreme weather, and other natural disasters. Funding will be provided to carry out activities supplemental to existing hardening efforts and reduce the risk of power lines causing a wildfire; or reduce the likelihood and consequences of disruptive events.

    DFA is managing the Grid Enhancement Grant application process and once the formula funds are received, subgrantees will be able to apply for funds through DFA.  DFA will utilize an inter-departmental advisory committee to provide support.  DFA has established objectives and metrics for this program.  These will be utilized by DFA, with support of the advisory committee, to evaluate eligible projects.  These objectives and metrics incorporated into the draft program narrative are based on DOE guidance and applicable requirements of the program to provide subawards which maximize benefits to Arkansas residents. Feedback from the public on the program and the draft program narrative available on the DFA website (https://www.dfa.arkansas.gov/images/uploads/Arkansas_DFA_ProgramNarrativeFINAL.pdf) during the open comment period will help DFA align the objectives of this program to best serve Arkansas residents.

    Written comments concerning DFAs use of the Grid Enhancement funds may be submitted to the Arkansas Department of Finance and Administration, 1509 W 7th Street Little Rock, AR 72201, or by email to the State Infrastructure Coordinator at infrastructure@dfa.arkansas.gov.                                                                                                         Babbitt named State Controller and DFA Deputy Director

    LITTLE ROCK, Arkansas (April 18, 2023) - Arkansas Department of Finance and Administration (DFA) Secretary Larry Walther today announced the selection of Andy Babbitt as State Controller and DFA Deputy Director.

    This position oversees DFA’s Accounting Division. The Accounting Division ensures fiscal integrity within the state’s financial records and serves as a centralized reporting source for state appropriations and funds. This includes the State of Arkansas's Annual Comprehensive Financial Report (ACFR). Additionally, the Office of Accounting has handled all accounting and reporting for the state’s Coronavirus Aid, Relief, and Economic Security (CARES) Act funding and the American Rescue Plan Act (ARPA) funding.  Accounting also oversees DFA’s Office of Information Services (OIS). OIS is responsible for managing the Information Technology resources of DFA.

    “This is a critical position for DFA and the State of Arkansas,” said Secretary Walther. “The position requires significant high-level accounting experience along with a thorough understanding of state services and Departments. With decades of experience auditing Departments throughout state government, Andy brings the skill set needed to the State Controller role. I look forward to Andy leading this talented team.”

    Babbitt, a certified public accountant since 1998, is also a Certified Fraud Examiner through the Association of Certified Fraud Examiners. He was a Senior Auditor at Arkansas Legislative Audit where he worked for 25 years.

    Overall, Babbitt has 27 years of governmental accounting experience, including the design of internal controls and business processes. He joined DFA in July 2021 as an Accounting Manager.

    He is a graduate of the University of Arkansas at Little Rock where he obtained a Bachelor of Science in Accounting degree followed by a Master of Business Administration degree.

    The Arkansas Department of Finance and Administration (DFA) is now accepting paper returns for tax year 2022.  E-filed returns will be accepted by DFA on the same date as the IRS, January 23, 2023.  Taxpayers may be eligible to file returns under the Free File Alliance.  Visit our website:  https://www.dfa.arkansas.gov/income-tax/arkansas-efile/freefile-program-for-individual-income-tax/ for vendors and their requirements.

    Please allow six to eight weeks for the processing of your paper returns.  When e-filed returns are accepted, please allow two to four weeks for processing.  Please be sure to file your return or extension and pay any amount due by April 18, 2023, to avoid failure to file and failure to pay penalties.  Forms and instructions are available on our website: https://www.dfa.arkansas.gov/income-tax/individual-income-tax/forms/.

    The Monticello office is undergoing construction to improve the lobby area for its customers. Construction has been ongoing and is expected to be complete by the end of the year.     DFA Statement Regarding Student Loan Forgiveness

    The forgiveness of a debt is generally included in a taxpayer’s gross income. However, the Arkansas General Assembly and Governor Asa Hutchison took action to exempt unemployment payments from state income tax for a two year period. Additionally, PPP loans are not subject to state income tax because of legislation. The General Assembly meets in January and may take similar action to exempt this student debt forgiveness. It would be inaccurate to report student loan forgiveness will be taxable in Arkansas as we won’t be certain until the legislative session is complete and the complete details of the loan forgiveness plan are finalized and announced by the U.S. Department of Education.

    Governor Asa Hutchinson recently issued the following statement regarding student loan forgiveness.
    Broad student loan “forgiveness” is a misuse of executive authority. Shifting the burden from those who willingly took out a loan to all taxpayers isinconsistent with the American ideal of personal responsibility and will further discourage those who took a different path, including work or lower-cost schools.
    If President Biden wanted to provide relief to Americans with student loan debts, he could work to permanently lower interest rates instead of across-the-boardforgiveness. “Forgiving” student loan debts will reward high-cost schools and add to the inflated cost of higher education.

Tax Free Weekend to take place August 5-6

    From 12:01 a.m. August 5 to 11:59 p.m. August 6, a wide variety of items will be free of both state and local sales tax in Arkansas. This includes items such as binders, book bags, clothing, shoes and cosmetics.

     

    This is the eleventh year for Arkansas’ Tax Free weekend, which started in 2012 (the legislature established it in 2011).

     

    For the first eight years of the Tax Free weekend, electronics such as cell phones and laptops were not included as tax free items. The state legislature voted to change the list of qualifying items to include electronics. Purchases of laptops, cell phones, desktop computers, E-readers, and computer monitors now qualify. There is no limit to the price of the electronic items.

     

    Online purchases qualify if the transaction takes place August 5-6, and the item is shipped to an Arkansas address. The delivery may take place at any time.

     

    The 6.5% state sales tax will not be applied to the qualifying items along with any local sales tax.
