State Technology Cost Analysis

State Technology Cost Analysis tracks agency Information Technology (IT) budgets and expenditures and significant IT projects and performs cost analysis and budget control on IT spending for the state.

IT RFP/IFB/RFQ Architecture Compliance 

The Office of State Procurement has rules regarding State Technology Cost Analysis review of IT procurements of $100,000 or more. The rule states:

“Agencies must submit to Department of Finance and Administration Office of Intergovernmental Services State Technology Planning (STP) any Invitation for Bid, (IFB), Request for Proposal (RFP) or Request for Qualifications (RFQ) for Information Technology products or services where the anticipated cost is $100,000.00 or more. In addition, any IFB, RFP or RFQ that includes Information Technology products or services as part of the IFB, RFP or RFQ, where that part may be $100,000.00 or more, must be submitted to STP for approval.

If approved by STP, STP will provide a letter of approval to the Office of State Procurement prior to release for bid. STP shall have 10 business days from receipt of the bid documents to complete the necessary reviews. If the STP review is not completed within the timeframe allowed, the agency and STP must mutually agree to an extension of the review process.”

All IT procurements must contain the following wording in either the bid document or the terms and conditions of a resulting contract:

COMPLIANCE WITH THE STATE’S SHARED TECHNICAL ARCHITECTURE PROGRAM
The respondent’s solution must comply with the state’s Shared Technical Architecture Program. Only those policies and standards that are fully promulgated or have been approved by the Governor’s Office apply to this solution.
